Oshawa celebrates service to municipal law enforcement

Oshawa city council is recognizing five Municipal Law Enforcement and Licensing Services (MLELS) staff members for their 115 years of combined membership with the Ontario Municipal Law Enforcement Association.

Oshawa Celebrates more than a Century of Combined Service to Municipal Law Enforcement

At the September 23 council meeting, city council honoured the following MLELS staff who were awarded the Ontario Municipal Law Enforcement Long Service Medal:

• Daryll Burr, MLE Officer (15 years of service)
• Rino Cipolletta, MLE Operations Coordinator (25 years of service)
• Tom Dowson, MLE Officer (20 years of service)
• Diane Kluczynski, MLE Officer (20 years of service)
• Christina Rutherford, Manager, Licensing and Support Services (25 years of service)

“Our MLELS staff are highly-trained professionals who, through their dedication and commitment, contribute to the safety and overall well-being of our community,” said Oshawa Mayor Dan Carter. “We congratulate these dedicated individuals and thank them for their amazing service.”

“From investigating by-law and property-related complaints to issuing business, pet, and marriage licenses, our MLELS staff provide a wide variety of essential services intended to maintain and protect the quality of life we enjoy in Oshawa,” said Councillor Bradley Marks, Chair of the Corporate Services Committee. “Congratulations to the recipients for achieving this milestone and thank you for your service.”

The Ontario Municipal Law Enforcement Long Service Medal recognizes individuals whose membership with the Ontario Municipal Law Enforcement Officers’ Association equals or exceeds a period of 15 years. The medal was developed by the non-profit professional association, which represents more than 2,500 MLE Officers and staff across Ontario.

Public Safety, Quality of Life

MLELS provides services that focus on public safety and quality of life in our community. MLELS staff work with residents and businesses to ensure they are meeting the requirements of city by-laws. MLELS enforces 33 city by-laws, two provincial Acts, and administers various licenses (e.g., business, pet, taxi, lottery, residential rental house licensing) and permits (e.g., pool enclosure).

“In addition to enforcing our municipal by-laws, MLELS staff also establish minimum standards of health and safety and other regulations that preserve the image and character of our city,” said Councillor Jane Hurst, Vice-Chair of the Corporate Services Committee. “Their daily work has a huge impact in helping shape and improve our community and we thank these individuals for their many years of dedication and commitment.”

In 2018, MLELS issued approximately 5,000 licenses and responded to over 17,000 property, parking and animal calls for service.
