Asset Management Project Manager

Responsible for delivering Asset Management projects to the required scope and quality, within the defined schedule and budget; applies the Corporate project management methodologies (which are aligned with the PMI’s PMBoK) to plan, design, organize, execute, control and report on projects; manages and supervises the activities of project teams, which may include City staff and external resources. Projects will consist primarily of initiatives that improve the City’s asset management practices, resulting in changes to technology, business processes, data, and staff roles and responsibilities. Projects may also include infrastructure and asset management planning studies.

Qualifications and experience:
  • Successful completion of a University Degree in Engineering, Computer Sciences, Business Administration or Public Administration, or demonstration of equivalent experience.
  • Minimum five (5) years demonstrated experience implementing projects, including project management, scheduling, financial, budget, and human resource management.
  • Certified Project Management Professional (PMP), or demonstrated experience managing complex projects in accordance with Project Management Book of Knowledge (PMBoK) principles.
  • A valid Ontario Class "G" driver's license with access to a reliable vehicle for use on corporate business.
  • Certified in organizational change management, such as ADKAR Prosci is considered an asset.
  • Certification in Asset Management through the Institute of Asset Management (IAM), Institute of Public Works Engineering Australia (IPWEA), or equivalent is considered an asset.
  • GIS Professional certified through the GIS Certification Institute (GISCI) or equivalent is considered an asset.
  • Data Management Professional certified through the Data Management Association (DAMA) or equivalent is considered an asset
  • Business Analysis
  • Ability to use the following software applications:
  • JD Edwards EnterpriseOne
  • SharePoint, as a viewer, editor or contributor
  • MS Office 365, including Outlook, Word, Excel, PowerPoint Visio, Project and Skype
  • Thorough knowledge of asset management theories and practices, especially in the municipal environment.
  • Demonstrated experience in implementing improvements to asset management governance, processes, technologies, data and skills.
  • Demonstrated knowledge of applicable legislation, municipal government organization and structure, industry standards, issues and the City.
  • Knowledge of technologies and software for asset management, and how those tools integrate with other enterprise technologies, such as financial, work order management, and geospatial information systems (GIS).
  • Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize quality and cost-effectiveness of delivery of business areas.
  • Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.


  • Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
  • Demonstrated political acumen and ability to negotiate/mediate, and present information to management, project teams, and stakeholders.
  • Excellent interpersonal skills and ability to deal with a spectrum of stakeholders, and foster cooperative/collaborative working relationships and working effectively as a team leader.
  • This is predominantly an office position. Occasional field visits will be required to review infrastructure, meet with operations teams and external partners.
  • Employee must be available to work outside of regular working hours when needed.
