What this Position is All About

In today’s municipal government, the conversation between Council, County staff and the community members we serve is essential.  Possessing a high degree of political acumen and emotional intelligence, the Clerk plays a key role in facilitating that dialogue as a designated officer pursuant to the Municipal Act.  As an integral member of the County’s leadership team, the incumbent will work effectively and collaboratively with all levels of the organization and will be committed to the values, integrity and wellness of the organization.

The Clerk attends County Council and various Council Committee meetings, is responsible for providing legislative assistance to Council and Council Committees, and assisting Council in matters of procedure and protocol.  S/he maintains a corporate record of Council and Committee meeting minutes, Council policies, by-laws and contracts, and provides administrative services in support of Council activities such as community awards.  The Clerk oversees compliance with FIPPA and corporate records management.

What We’re Looking For – Desired Skills and Experience

Reporting to the Chief Administrative Officer, you are a detail-oriented person who is able to prioritize and perform a wide variety of tasks and change focus quickly as demands change. You are a strong leader and will demonstrate confidence in leadership, and in making and defending decisions. You have the ability to delegate and empower Staff, and will build upon the existing strong team within the Clerk’s division. You are adept in relationship building, have exemplary organization skills, and are an intuitive communicator.

You possess good knowledge of municipal business and municipal industry best practices, and believe in continuous process improvement and adopting lean processes. You embrace new technologies, and possess practical municipal experience in implementing new technologies, ideally including experience in implementing electronic record and document management systems. You have good knowledge of, and experience with, privacy legislation (including privacy impact assessments), open data and records management. 

You will bring highly developed political and organizational sensitivity and a demonstrated passion to serve Council and the County community while being committed to the organizational vision and values.  Your ability to think strategically, to execute with excellence and to research and identify new technologies and practices will continuously enhance the functioning and transparency of Council and it’s activities.

Importantly, you recognize that none of the above precludes an approach to work and to management that reflects respect for the people you work with, and that great things can be achieved while still having some fun at work.

In addition to your relevant post-secondary education, your background will include a minimum of five (5) years’ experience in a similar position in a municipal environment, with supervisory experience, and experience with records management, open data management and FIPPA.  Ideally you will possess a designation as an Accredited Municipal Clerk Treasurer (AMCT) or Certified Municipal Officer (CMO).

Salary : $81,026 to $101,288 annually (effect. Oct. 1/16)
