Reporting to the Supervisor Utility Operations, the Utility Operations Technologist is responsible for the coordination, implementation and monitoring of a combination of programs, contracts and activities involving municipal water, wastewater and stormwater servicing.
Administer third party Service Contracts and Franchise Agreements as they relate to municipal water, wastewater and stormwater servicing to ensure that Rocky View County's interests are protected.
Develop and monitor budgets, development levies and user rates applicable to Municipal owned and operated water, wastewater and stormwater systems.
Administer Regulatory Approvals and Licenses issued to the Municipality with respect to water, wastewater and stormwater to ensure compliance with applicable legislation.
Develop scope and budgets for Capital Projects and contracts relating to water, wastewater and stormwater systems under ownership of the Municipality as required, and work with other departments to ensure acceptable delivery of same.
Represent the Municipality in various utility associations and other Provincial / Municipal Boards and organizations as required.
Assist the Operations department in other duties as required related to existing and planned water, wastewater and stormwater servicing.
Adhere to Health and Safety Legislation and Rocky View safe work policies and procedures at all times, ensuring the protection and safety of self, co-workers, the public and environment.
Graduate Municipal Engineering Technologist (or equivalent) from a recognized Institute of Technology supplemented by five years experience in municipal engineering or equivalent.
Level I Water and Wastewater certification is desirable.
Possess a thorough knowledge base related to municipal utilities, engineering and construction practices.
Possess the ability to conduct effective public relations, liaison and resolution of issues with other County employees, council members, developers, contractors, ratepayers and outside governmental agencies.
Possess the ability to organize and coordinate projects to meet schedule and budget requirements.
Possess the ability to work independently on a variety of projects and supervise employees as required.
Background in accounting and business practices related to the provision municipal services.
The ability use AutoCAD and Geographical Information Systems (GIS) is a definite asset.
Experience in a local government environment is desirable.
Willing to work overtime or be “on call” in instances as requested by the Supervisor.
Proficiency in MS Office (Outlook, Word, Excel, Power Point)
Possess a valid class 5 driver’s license.
