Responsibilities:

Reporting to the Chief Administrative Officer (CAO), the Deputy CAO provides high level strategic leadership and oversight for a diverse portfolio of centralized support divisions and/teams within the Administration department; these business units  includes; Clerks, Customer Service, Human Resources and IT Solutions for the Region and its shared service partners.  The Deputy CAO ensures programs and services support the achievement of Council’s priorities, deliver high-quality customer service and are cost effective and results-oriented.  The incumbent resolves problems or conflicts that may arise and helps establish strong leadership practices.  This position may also serve as the Acting CAO in the CAO’s absence to ensure business operations are carried out in a professional and strategic manner.

Qualifications:

The successful candidate has:

  • Demonstrated experience in overseeing the development and implementation of Administration Services for the Niagara Region and its Shared Service Partners.
  • Demonstrated experience in the development and implementation of corporate-wide-strategies, structure, systems and policies as a member of the Corporate Leadership Team.
  • Experienced in developing and managing relationships with internal and external stakeholders, ensuring department strategies are managed and financial and performance expectations are fulfilled
  • The ability to do strategic, long range people resource planning for the business unit, ensuring an engaged workforce resulting in optimal people performance.
  • Experienced in developing, managing, and administering annual and multi-year Capital and Operating budgets
  • 10 years’ senior management experience in leading a large and complex portfolio, strategic business planning, fiscal accountability/sustainability within a public or private sector environment.
  • Progressively responsible experience directing administrative, technical and professional staff in one or more areas of operational responsibility (preferred).
  • Post-secondary degree in Public Administration, Business Administration, or any related field of the assigned portfolio. Master’s degree (preferred).
  • Professional designation in any related field of the assigned portfolio.
