Manager of Water Operations and Maintenance

This position will be responsible for the overall operation and maintenance of the potable water distribution system.

ACCOUNTABILITIES
  • Manage, recruit, train and develop operational staff to provide outstanding service delivery
  • Plan, schedule and manage the day to day water operations and maintenance activities
  • Manage all operational staff activities and develop operational programs to ensure compliance with applicable legislation and regulations
  • Implement operational and maintenance programs for continuous improvement and efficiencies
  • Assist to develop operational & maintenance budgets; monitor costs; participate in the capital budget program
  • Manage the After Hours Emergency Response Program
  • Act as a liaison with Region of Waterloo water supply administration and service providers to coordinate programs
  • Remain apprised of new technologies and approaches in distribution systems maintenance and operations as well as participate in various committees to develop best practices in these areas
  • Attend Committee and Council meetings as required
  • Act as Operator in Charge (OIC) and/or Overall Responsible Operator (ORO) as required
  • Liaise with Ministry of Environment and Public Health Department
  • Participate as a member of the Top Management team in the Drinking Water Quality Management System
  • Review and approve water main commissioning plans for reconstructions and new developments.
REQUIRED QUALIFICATIONS
  • Post-secondary diploma in related field
  • Minimum of 5 years’ supervisory experience with water distribution systems and operations; experience in sewer and storm water collection systems an asset. Consideration will be given to candidates with equivalent combination of education and experience in water distribution operations at a supervisory level
  • Ministry of the Environment Water Distribution Certificate Level I and Wastewater Collection Licence Level I and or ability to obtain within set time frames to obtain Level II
  • Demonstrated supervisory skills in a unionized environment
  • Comprehensive knowledge of the Safe Drinking Water Act, 2002, O. Reg. 170/03, O. Reg. 169/03
  • Comprehensive knowledge of the Occupational Health and Safety Act including actual and potential hazards associated with water operations
  • Familiar with computerized maintenance management systems to track costs, measure performance, and manage assets
  • Demonstrated project management skills to ensure projects are completed on time and within budget
  • Ability to establish, monitor and control costs
  • Excellent written communication skills; ability to prepare accurate reports and tender or quote documents
  • Effective communication and interpersonal skills to deal efficiently and effectively with City staff from all levels, external agencies and the public
  • Commitment to outstanding customer service
  • Flexibility to work varied and additional hours as required including rotating on-call manager shifts
  • Valid in-force Class “G” Licence and acceptable driver’s abstract is required to perform the job
  • A satisfactory Police Records Check will be required as a condition of hire

Salary Range: $91,223 - $114,029
