Overview

Reporting to the Commissioner of Finance & Regional Treasurer, the Director, Budgets & Tax Policy is a newly created senior leadership role that will provide expertise and oversight in the development of budgets and tax policy, focused on key programs and projects and ensuring that Regional Council is fully aware of the financial implications of decisions and that Halton Region’s solid financial framework is sustained.

Specific accountabilities will include:

  • Managing the Division by providing direction, vision and support to staff.
  • Leading the department in the formulation of budget policies and procedures, such as chargebacks and recoveries.
  • Developing and Maintaining High Standards and Service Levels to the Department.
  • Providing Sound Strategic and Financial Advice to senior management.
  • Regularly presenting financial information to Regional Council.
  • Developing and maintaining financial policies that maintain effective corporate accountability in preparing and monitoring budgets.
  • Leading the production of the annual Budget Book and provide budget presentations to Committee and Council and ensuring that the Region’s solid financial framework is sustained.
  • Providing expertise and oversight in the development of multi-year financial plans and associated policies for the Corporation and each program/project to ensure Council is fully aware of current and future financial implications of decisions.
  • Preparing, maintaining and developing processes to prepare and monitor budgets, working with program managers to resolve in-year budget issues.
  • Controlling budgets through variance reporting and assisting departmental Budget Coordinators in managing and reporting their performance.
  • Ensuring that financial analysis & plans to support Regional programs & budgets are undertaken.
  • Provide Council with annual tax policy recommendations which includes setting of Regional tax rates and approval of tax relief programs.
  • Integrating service based budget and performance measures into the budget process, and engaging in on-going monitoring of these programs.
Required Skills, Experience & Knowledge

Bachelor’s degree in Finance, Economics or Business Administration with 10-15 years’ experience in finance, budgeting and tax policy in a large public sector organization with 5+ years in leadership and management with significant scope of responsibility, influence and impact. Excellent communication skills, confidence in delivering financial presentations and a professional accounting designation (CPA) is required. An MBA or MA and experience in municipal finance would be considered an asset.
