Supervisor, Community Recreation

Reporting to a Manager, Community Recreation, the Supervisor, Community Recreation, is responsible for providing recreation services and facility usage to residents and customers within a defined community or programming area. These services take place in a variety of City-owned and Community-based facilities.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supports the Manager in effectively planning and delivering recreation services and managing operations, including City-wide, Provincial and National major / special events and projects.
- Provides leadership, manages Branch priorities, develops and implements service standards, fiscal management strategies and effective operational plans, works collaboratively within the Branch and partner branches within the Parks, Forestry and Recreation Division and other divisions to ensure the delivery of quality service to efficiently and effectively meet customer service needs and requirements and achieve the Branch mission and goals.
- Supervises the day to day operations of all assigned staff, including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors, evaluates and maintains records and staff performance. Mentors and provides support to staff, approves salary increments, leads or participates in staff investigations, taking disciplinary and coaching actions when necessary. Supports the divisional and corporate Labour Relations units in the grievance process, mediation, arbitration and terminations.
- Is responsible for analyzing Key Performance Indicators, and measures and working to set targets and timelines.
- Provides input into creation of annual budget, utilizing information on operational requirements, staffing requirements, known pressures and required adjustments; administers assigned budget and ensures appropriate action is taken to control expenditures within approved budget limitations by analyzing financial data. Prepares operating impacts of capital through Capital Request submissions.
- Develops, reviews and implements detailed plans and recommends policies/procedures and guidelines regarding program specific requirements to ensure compliance with Council, corporate and divisional directives. Assesses current practices and makes recommendations to improve operational efficiencies.
- Ensures compliance with and a thorough understanding of the Collective Agreements, corporate and divisional policies, procedures and guidelines, and City by-laws.
- Develops briefing notes and reports for the Branch Management Team, partners with, and prepares and submits correspondence to the Manager.
- Provides project management support and leadership within the Branch as a member of a self-directed work team internally and externally, including issues management.
- Responds to emergency and priority situations by anticipating problems, making decisions, deploying appropriate financial and human resources.
- Cultivates effective working relations, represents the Division and consults with Members of Council and their staff, internal and external stakeholders, other divisions and members of the public on community and project committees, programs, services.
- Acts as a Supervisor under the definitions of the Occupational Health and Safety Act.
- Follows the principles of healthy child development (High Five) in the planning and delivery of programs.
- Ensures the quality of work and service meets corporate and divisional standards, and employees are trained to perform work in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Fire Code, Electrical Code, Occupational Health and Safety Act (OHSA), etc.
- Represents the Division/Branch by providing leadership and technical expertise on projects and engages community groups to further the Branch Recreation Service Plan; applies equity lens from a community perspective, ensuring the diverse needs of the community are represented.
- Recruits, creates interviews and written assessments, revises postings, creates evaluation criteria; conducts testing, marking and interviews for permanent, temporary full time and part time job competitions.
- Performs other related duties as assigned.
- Postsecondary education in a discipline pertinent to the job function combined with relevant experience, or equivalent combination of education and experience.
- Considerable experience in leading projects and initiatives (including building staff teams and developing partnerships).
- Considerable experience in a range of core functions of the recreation portfolio (including recreation programming, planning, administration, permitting, facility management, human resources, fiscal management and other specialized/centralized functions of the Branch).
- Experience supervising unionized staff (discipline, grievances, etc.).
- Experience writing briefing notes and Council reports.
- Working knowledge of the Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour Legislation, Human Rights Code and Corporate and Divisional policies.
- Proficiency in the use of corporate computer software applications.
- Must have use of a vehicle at all times and possess a valid current Ontario Class G Driver's Licence.
- Ability to work flexible hours, which may include evenings and weekends.
