Vice President Facilities Management

Your Opportunity to Make a Difference
Reporting to the CEO, the Vice President, Facilities Management will play a pivotal role in ensuring the master planning, redevelopment and maintenance construction of all TCHC residential assets. As a key member of the senior leadership team, you will provide vision and clarity to a dedicated facilities management team, ensure all residential assets are maintained in accordance with best practices, evidence, standards while championing the institutionalization of sustainability and ensuring the availability of clean, safe, well-maintained, and affordable homes for tenants where people can thrive.
The Vice-President will lead a complex multi-disciplinary team of more than 250 staff and a multitude of vendor partners while overseeing facilities management of 1,347 buildings and 50 million square feet of residential space. This includes the development of capital maintenance plans, operational energy management programs, sustainability strategies and other services while advancing high customer service standards, guiding business process improvements, and driving the modernization of facility management practices. This role will require a fresh perspective, innovative thinking, and strong leadership and project management skills to ensure alignment to our mission, vision and long-term fiscal plans.
Key Responsibilities
- Leading the planning and delivery of thousands of complex construction projects and maintenance and repair services as part of the 10-year capital plan.
- Planning, programming, budgeting and cost management, architect selection and design, delivery method and construction, commissioning, and preventive maintenance for all TCHC buildings.
- Successfully leading review/approval processes within the corporation, including working with Board committees and the Board of Directors, championing for the need for repairs, maintenance and preservation of TCHC buildings.
- Renewing and maintaining the physical infrastructure that houses the corporation’s residents.
- Overseeing selection and bidding for the general contractors along with oversight of the construction of all projects, and management of vendors to ensure quality of services and value for money.
- Monitoring all financial and business transactions of the designated portfolio to ensure the owned assets are sustainable, and the value of the existing portfolio is enhanced.
Ideal Qualifications
- Education: Degree/designation in Engineering, Architecture, Construction, Real Estate, Portfolio Planning, Facilities Management, Project Management, Property Management; a graduate degree in a related field is an asset.
- Strategic and Critical Thinking: An inspirational, critical thinker with strong demonstrated strategic and operational acumen; can make balanced, evidence based, and purposeful decisions and can take ideas from planning to implementation while navigating complex political environments, and ensuring alignment with interested parties and organizational goals.
- Facilities Management: 10 years in facilities management, planning and preservation including capital planning, construction management, property management, energy management and/or utility procurement. This includes in-depth knowledge of building systems, operations and maintenance practices in a complex, multi-site housing environment.
- Construction Management: Proven experience directing construction activities and planning efforts with an eye to fiscal accountability, efficiency and innovation.
- People: Exceptional people leadership, staff engagement and mentorship skills; to build and inspire a high-performing team while fostering a culture of engagement and excellence.
- Program/Project Delivery: Experience in project management and vendor management of a significant multi-million-dollar portfolio of multiple, complex construction projects ensuring deliverables and outcomes are met within fiscal frameworks.
- Contract Management: Experience with bid preparation and analysis, contract preparation, negotiation and management, construction administration, and project close-out.
- Communications: Excellent communication and relationship-building skills, with the ability to engage stakeholders at all levels across the organization, vendor partners, the Board and Board Committees.
