Job Scope:

Reporting to The Director of Finance and Administration, the Tax Collector will be responsible for monitoring and implementation of the annual tax billing and collection process.  Confidential matters shall be treated with due regard for the best interests of the municipality.

DUTIES:

  • Collects and receives tax payments, as required
  • Receives and responds to written and verbal concerns regarding taxes from residents, lawyers, banks, and mortgage brokers
  • Calculates, prepares, and distributes interim, final, and supplementary tax billings
  • Calculates, bills, and prepares journal entries for payments in lieu
  • Processes monthly penalties and interest on tax accounts
  • Prepares and monitors payment agreements for delinquent accounts and reverses NSF payments
  • Provides support for tax-related issues including during the budget process
  • Prepares tax-related journal entries, reconciliations, analysis, and audit support
  • Processes tax account amendments created by severances, Minutes of Settlement and arbitration decisions, mortgage changes, and property sales
  • Prepares and documents property registrations and tax sales
  • Tracks new building and development for tax purposes
  • Prepares tax certificates as requested by lawyers and mortgage holders; collects fees associated with these requests
  • Calculates DBIA tax rate based on approved budget and commercial assessments in DBIA area
  • Processes pre-authorized payments, e-billing applications, and batch payments; receives and posts tax payments as required
  • Calculates Upper Tier, Education, and DBIA requisitions
  • Maintains tax roll information
  • Responsible for maintaining tax rates in Financial software and OPTA (Online Property Tax Analysis) website
  • Works closely with external agencies; MPAC, OPTA, Northumberland County, law firms, and developers
  • Ensures compliance with the Municipal Act, Assessment Act, Tenancy Act, Municipal By-Laws, and MFIPPA
  • Maintains confidentiality
  • Prepares advertisements for due dates and general tax information
  • Provides back up to payroll
  • Provides 2nd-line front counter backup; maintains and balances cash drawer and prepares bank deposits as necessary
  • Supports the Director in the preparation of the Tax Levy By-Laws
  • Other duties as assigned


QUALIFICATIONS:

  • Completion of a post-secondary diploma or degree in Business Administration, Accounting, or related field; Municipal Administration Diploma and/or AMCT designation preferred
  • Successful completion of the Municipal Tax Administration course
  • Sounds working knowledge in municipal tax levy and collection as demonstrated from 3-4 years’ related experience
  • Strong mathematical and analytical skills
  • Proficiency in MS Office applications with expert knowledge of Excel; computerized accounting systems (Great Plains preferred)
  • Demonstrated effective customer service skills
  • Ability to develop and maintain effective working relationships
  • Superior oral and written communication skills
  • Clean Criminal Records Check

HOURS OF WORK:

  • 40 hours/week, Monday – Friday 8:30 a.m. to 4:30 p.m. (1 hour paid lunch period)
  • Optional flex hours: 45 minute lunch period for 9 days, working 8:30 a.m. to 1:00 p.m. on the 10th day

TOTAL COMPENSATION PACKAGE INCLUDES:

  • Pay rate: CUPE Grade 16 ($35.60 – $43.43 per hour, 2025 rates)
