The Opportunity
Reporting directly to the Commissioner, Engineering, Public Works and Transportation, this position will lead a team to proactively plan for and manage all stormwater services and functions within the Town of Caledon. The main area of responsibility are: Stormwater Master Planning, Capital Planning and Delivery, Development Reviews, Asset Management and a Stormwater Charge Program (future). The role reviews Planning Act development applications and prepares conditions of approvals related to storm drainage in accordance with municipal and provincial regulation and policies and engineering standards. This includes but is not limited to supporting Secondary Plans and Block Plans through Sub Watershed Studies (SWS), Environmental Implementation Reports (EIR) and Master Environmental Servicing Plans (MESP). This position also provides guidance and support to all Engineering staff by developing criteria and design standards related to but not limited to Stormwater Management Ponds, culverts, erosion and sediment control, and Low-Impact Development designs.
This position will represent the Town by participating in studies led by other departments and agencies including watershed, Sub Watershed and environmental studies conducted by local Conservation Authorities, or consultants and be responsible for integrating the recommendations of these studies in Caledon’s action plans in consultation with all relevant departments. The Manager, Water Resources will develop strategies and plans to meet official plan policies in the realm of environmental protection.This role will be responsible for the administration and oversight of the Consolidated Linear Infrastructure Provincial Approvals Program including developing implementation strategies that will ensure that amendments to Town’s Storm Drainage network are coordinated among Operations, Engineering Capital Design and Asset Management Departments and reported accurately to the Province (MECP).
This position will also be responsible for developing and implementing an assumption program for Stormwater Works, including the preparation of operations, maintenance and monitoring guidelines for assumption of SWM ponds and infrastructure. This position provides supervision to the Stormwater Project Managers, responsible for all tasks and commitments of the CLIECA Stormwater Agreement with the MECP are being fulfilled with accuracy and efficiency.
This position will also maintain project schedules and coordinate the work of direct reports, internal staff and external consultants. And will work with the Region to ensure that the water and wastewater infrastructure is planned and aligned with Caledon’s Official Plan and Growth Management and Phasing Plan to 2051 and beyond. As the Manager, Water Resources, you will perform the following duties, including but not limited to:
Functional Responsibilities:
• Oversees the preparation of municipal servicing studies including Municipal Class Environmental Assessments and master drainage/servicing plans. Reviews and analyses associated report data and finalizes conclusions. Formulates implementation plans and policies based on report recommendations.
• Liaises and coordinates with the Region of Peel on the development and timely implementation of overall municipal water and wastewater servicing schemes in support of Caledon’s Growth Management and Phasing Plan; if implemented, administers and oversees the reservation, assignment and tracking of Regional servicing capacity allocation including the formulation of related corporate policies and reports.
• Manages the preparation of Sub Watershed Studies (SWS) and associated studies (stormwater, environment and servicing) required in support of Secondary Plans and Block Plans in consultation with all stakeholders, internal departments, external agencies and conservation authorities; closely collaborates with the Policy Planning Division on SWS, servicing strategies, and infrastructure and implementation policies related to Secondary Plans and Block Plans development; makes recommendations on City standards, policies and design specifications for storm water management related matters.
• Provides operational support and advice to the Operations Department on issues related to macro storm drainage and water management.
• Support the Town’s growth management initiatives through providing infrastructure and environmental input into the Caledon Official Plan and Growth Management and Phasing Strategies.
• Acts as the Town lead on the review of Region of Peel environmental, water and wastewater Master Plans and Class EA to ensure consideration for development proposals and applications, intensification areas, stormwater and environmental protection strategies and implementation plans.
• Liaise with internal departments, the public, external agencies (T.R.C.A., C.V.C, M.N.R.F., N.E.C., M.E.C.P. and Region of Peel) and businesses as a subject matter expert on macro infrastructure and stormwater programs, planning and implementation strategies.
• Prepares written reports for the Commissioner and Council as requested.
• Maintains and encourages good relationship management, political sensitivity and diplomacy with colleagues, business associates and other stakeholders, with the objective of ensuring Commission and Town customer service standards are met. Promotes a high level of customer service to the Public as well as to all internal and external customers.
• Participates in Ontario Municipal Board hearings on behalf of the Town and provides expert evidence and attends public meetings as required.
• Manages the preparation of technical studies and/or coordinates and oversees consultants’ preparation of the Town’s overall storm drainage, stormwater management master plans and other macro studies related to corporate initiatives and priorities. Makes recommendations on Town standards, policies and design specifications for stormwater management and related environmental matters.
• Perform additional duties and undertake special projects as assigned
People Responsibilities:
• Supervise in-house and contracted staff assigned to perform work and activities as defined herein. Collaborate with People Services on people-related programs. Provide input to the career development of assigned staff, including technical direction, training recommendations, coaching and mentoring
Financial and Budgetary Accountability:
• Must be able to manage/oversee budget with some advice, and for the Division/Department
• In collaboration with the Commissioner, develops the annual business plan, capital and operating budget for the . Manages the revenue and expenditure targets across the Division. Analyzes budget figures, reviews trends to direct appropriate expenditures and controls costs, and consults/collaborates with other Departments and outside organizations. Makes financial and procurement decisions in accordance with the Purchasing Bylaw.
• Develops and manages the coordination, formulation and updating of all stormwater-related charges and assists the Town’s Finance Department with administration of same.
Corporate Responsibilities:
• Assesses staffing needs, participates in the recruitment process and prepares recommendations concerning the selection of staff.
• Manages assigned staff including performance appraisal, training, discipline, authorization of overtime and makes recommendations regarding promotion, demotion and termination.
• Manages, establishes and maintains project schedules including prioritizing work phases; reviews/analyses budgets and plans, prepares project status updates and technical reports as required.
• Manages the staff of the Division to meet performance standards for the delivery of programs and services by the Division and is responsible for effective planning, allocation and management of all material, financial, revenue generation, and human resources.
• Responsible for ensuring staffing resources are appropriate to deliver the Division’s services effectively. Responsible for recruitment, performance management and development of Branch’s human resources.
• Makes assessments and recommendations to the Commissioner, regarding Division organizational structure changes and coordination and assignment of new services initiatives.
• Implements the Division business plan in a timely and proactive manner that is results oriented and meets the goals and objectives and the determined performance metrics of the Department.
• Implements improvement projects consistent with the goals of the Corporation with respect to customer service, process efficiency, fiscal responsibility, continuous improvement and leadership excellence.
• Makes recommendations for strategic organizational planning for the Division and is responsible for the delivery of policies, programs and services.
• Maintain responsibility for assigned duties within the departmental and/or corporate Business Continuity Plan
• Participate in all mandatory training requirements
• Be responsible to work (and ensure that all staff supervised work) in compliance with the Occupational Health and Safety Act and Regulations, the Town of Caledon Policies and Procedures, as well as established industry guidelines.
The Ideal Candidate
We are seeking an Engineering professional with minimum education, training and/or knowledge in the above, normally acquired from a post-secondary degree in Civil Engineering or closely related field such as environmental or water resources or related discipline. Certification as a Professional Engineer from Professional Engineers of Ontario (PEO) is ideal but not mandatory.
The ideal candidate will ideally have minimum 10 years related experience preferably in a municipal environment including 3 years of experience in a supervisory or management position. We are seeking an individual with knowledge of applicable legislation, bylaws, legal proceedings and the ability to interpret legislation such as The Municipal Act, Planning Act, Accessibility for Ontarians with Disabilities Act (AODA), Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Occupational Health and Safety Act, Employment Standards Act, Clean Water Act, Conservation Authorities Act, and other related legislation and regulations. This individual has demonstrated experience in helping to lead process improvement and service excellence initiatives where people are key participants and with guiding a multidisciplinary team through the preparation of Sub Watershed.
The individual in this role studies and has the ability to:
• Guide implementation and make decisions on the implications of Sub Watershed Study recommendations on subsequent stages of development approvals. Substantial experience in reviewing and approving Secondary Plans, Sub Watershed Studies, Master Servicing and Environmental Plans, Block Plans and Municipal Environmental Assessments.
• Understand and interpret stormwater, water and wastewater servicing constraints, opportunities, modelling results and management recommendations.
• Understand, adapt and work effectively in different situations, to develop and present creative ideas, solutions and consequences including a proactive approach to problem-solving or decision-making.
• Make interpretive decisions based on complicated codes, agreements and regulations and applying same to construction and development situations.
• Work with the general public, developers, contractors, and consultants on complicated issues in order to get resolution to disagreements and problems and to ensure that the public has a clear understanding of what is required of them.
The individual is required to judge when it is necessary to involve or advise other departments regarding status of projects or action taken and liaise with management, members of Council, other members of staff, members of the public, other levels of government and other professionals such as lawyers, developers, consultants, contractors, etc.
The successful candidate for Manager, Water Resources will be required to work a flexible schedule, including in the office, remotely and after hours (as required).
This position offers a salary range of $125,389.12 – $153,664.31 plus a competitive benefit package.
