Reporting to the Director of Planning and Development, the Infrastructure Strategy & Planning Specialist is responsible for applying leadership and vision while developing and implementing the growth management program through advancing and integrating initiatives to support priority growth areas, contributing to infrastructure planning and investment, including research, internal and external engagement and planning activities. The Specialist will consider existing and forecasted growth within the Town and evaluating associated infrastructure improvements. This will include liaison both interdepartmentally within the Town as well as externally with stakeholders such as Niagara Region and other utility providers. This position will require foundational understanding of the Provincial planning policy framework and planning application processes as well as technical acumen pertaining to municipal infrastructure such as water, sanitary sewer, storm water, drainage and all aspects of roads/trails. Advocacy at all levels of government as it pertains to supporting key infrastructure initiatives to ensure continued and orderly growth within the Town will be a priority. Additional responsibilities include overseeing and undertaking processing of complex and multi-faceted planning applications, championing climate related green infrastructure initiatives, ensuring both municipal roads and the water / wastewater system are in compliance with all legislation and regulations. In this role, the Infrastructure Strategy & Planning Specialist would collaboratively and effectively build relationships with all internal and external stakeholders.

The successful candidate must possess the following:

  • Successful completion of a University Degree in Land Use Planning or a relative field
  • Educational experience in a relevant engineering area considered a strong asset
  • Full membership in the Ontario Professional Planners Institute (OPPI)
  • Designation of Registered Professional Planner (RPP)
  • Membership in the Canadian Institute of Planner (CIP)
  • Minimum of eight to ten (8-10) years progressive experience in municipal planning and/or public works related to engineering and operations
  • Minimum of five (5) years experience in water / wastewater distribution and stormwater management
  • Comprehensive knowledge of Ontario’s land use planning system, municipal processes, and relevant planning policies at all government levels
  • Strong understanding of municipal public works operations, including water and wastewater systems, pumping stations, stormwater management, and roads
  • Familiarity with key legislation: Planning Act, Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, and Pesticides Act
  • Demonstrated competence in MS Office applications, Adobe, GIS and Cloud Permit software
  • Proven leadership and mentoring abilities; team building and staff management skills
  • Demonstrated strategic planning required to assess practices, regulations, policies and the impacts to infrastructure
  • Strong problem-solving, strategic planning, time management, and attention to detail. Ability to work under pressure and meet deadlines
  • Advanced written and interpersonal communication skills for developing reports, policies, guidelines, and engaging with internal and external stakeholders
  • High-level critical thinking and analytical skills to assess policies, practices, and infrastructure impacts.
  • High integrity, confidentiality, adaptability, resourcefulness, and work ethic. Commitment to the Town’s vision, climate leadership, and fostering relationships with internal and external stakeholders
  • Commitment to climate leadership and sustainability. Knowledge of and experience with sustainability rating and certification systems, practices and processes are considered a strong asset
