The Assistant Deputy Minister (ADM) Fiscal Management for the Government of Nunavut (GN) is to provide leadership and oversight of the GN’s financial operations and fiscal accountability. Serving as a critical member of the Department of Finance, the ADM supports the Financial Management Board by offering expert analysis, fiscal policy recommendations, and leading the government’s capital and operations budget planning. Additionally, the ADM oversees the development and implementation of fiscal and economic policies, manages the territory’s tax system and the Nunavut Liquor and Cannabis Commission, and ensures the financial stability of government programs and services. This role directly supports the GN’s broader strategic objectives of delivering effective public services across the territory, ensuring financial integrity, and promoting sustainable fiscal management.
Key Responsibilities
- Budget and Financial Oversight: Leading the Government of Nunavut’s capital and operations budget planning cycles, including revenue forecasting, monitoring expenditures, and preparing the annual Estimates.
- Policy Development and Implementation: Directing the development and execution of comprehensive fiscal, financial, and economic policies, research strategies, and related legislation to ensure the financial health and accountability of the GN.
- Expert Advisory Role: Providing expert advice and guidance to the Minister of Finance, Deputy Minister, and other senior officials on matters related to fiscal policy, financial operations, and territorial financial management.
- Representation and Advocacy: Representing the GN at senior levels with external stakeholders, governments, and inter-jurisdictional bodies on key fiscal, financial, and economic issues, including tax system regulation and territorial insurance systems.
- Leadership of Key Divisions: Overseeing four divisions within the Department of Finance, including Corporate Services, Expenditure Management, Fiscal Policy, and the Nunavut Liquor and Cannabis Commission, ensuring their effective and efficient operations.
- Regulation of Tax and Insurance Systems: Managing Nunavut’s tax system and overseeing the regulatory responsibilities under the Insurance Act, ensuring compliance with legislative requirements.
- Strategic Planning: Contributing to the GN’s long-term fiscal strategies and frameworks, including the development of policies to advance Nunavut’s economic stability and public financial management.
- Governance of Public Agency: Overseeing the Nunavut Liquor and Cannabis Commission, ensuring responsible operations aligned with government policy on liquor and cannabis distribution and regulation.
- Fiscal Risk Management: Acting as the designated risk owner for financial risks within the GN, managing financial stability, debt, and borrowing strategies.
- Human Resources and Team Development: Leading a team of 77 employees across multiple divisions, fostering a strong team culture, managing recruitment, and promoting professional development within the department.
Candidate Profile
The ideal candidate will have a deep understanding of financial and regulatory frameworks, specifically within the public-sector context of Nunavut. With extensive knowledge of the Financial Administration Act, Revolving Funds Act, Liquor Act, Cannabis Act, and related legislation, the candidate will be well-versed in the intricacies of compliance, audit, and enforcement practices. Familiarity with territorial taxation acts and a strong foundation in legislative, regulatory, and policy development will be essential to navigate the governance structures and financial operations of the Government of Nunavut (GN). The candidate will also possess a robust knowledge of public-sector financial and human resource management, complemented by expertise in financial planning, forecasting, budgeting, and accounting.
This role requires a seasoned leader with the ability to guide a geographically dispersed team while driving operational excellence in a dynamic environment. The ideal candidate will possess exceptional interpersonal and communication skills, crucial for building strategic networks across government, industry, and local communities. Strong judgment, strategic thinking, and the ability to foster consensus in diverse and evolving landscapes are essential to succeed in this position.
As a highly skilled project manager, the candidate will oversee multiple initiatives, from IT and operations to policy and human resources, while ensuring effective budget management and procedural development. Their ability to navigate complex financial systems, public-sector procurement, and cross-cultural environments, particularly within Nunavut’s unique social and cultural context, will be key. Adaptability, innovation, and the capacity to work independently or as part of a team are critical attributes that will enable the candidate to meet both immediate challenges and long-term organizational goals.
Qualifications
- A undergraduate degree in public finance, public administration, economics, or a related field from a recognized university;
- 10 years of progressive experience, including at least 5 years at a senior manager level in a public-sector environment.
