Mr. Gipps began his career as a journeyman carpenter and a building official. He then advanced his career into local government management. He holds a Public Sector Management diploma from the University of Victoria. He has served in most management roles in local government. He has also served as either CAO or Deputy CAO in Terrace, Houston, Gibsons and Mission.

The City retained Leaders International Executive Search on March 20 to assist with the recruitment of West Kelowna’s Chief Administrative Officer as it sought a professional with considerable local government leadership experience.  The City chose the company because of its 30 years of experience in placing senior leaders in all industries with a particularly strong history in recruiting for the municipal government sector.
