In the complex world of government procurement, tie bids are a rare thing. But, rare doesn’t mean never. In the fall of 2012, faced with two identical bids, staff at the federal Department of Citizenship and Immigration Canada (CIC) opted to toss a coin to determine the winner of a one-year contract worth $171,534 to provide information technology and telecommunications consulting services.
