Those who have heard me speak at conferences and seminars over the years will likely have heard me use one of my favourite quotes: “One can lead with no more than a question in hand” (Harvard Business Review, “The Work of Leadership,” Heifetz & Laurie, January 1997). This pithy quotation stands in marked contrast to the performance of many local councils.
