Smart meter success in Woodstock

In July 2004, when Ontario’s Energy Minister Dwight Duncan directed the Ontario Energy Board (OEB) to forge ahead with a plan to install prepaid smart meters to all provincial electricity consumers, the news was generally met with concern and anxiety.

No such concerns came from the City of Woodstock, however.

This Southwestern Ontario community of about 34,000 bolted out of the starting blocks in 1989 and hasn’t looked back. The city has the oldest prepaid
