Quite a number of years ago (the early ‘80s) I delivered a seminar to a municipal clerks conference here in Alberta. My theme was “City Clerks: A Crisis in Identity.” I was not asked back; but I felt my general comments and one-liners would bring the house down in most staid municipal offices (e.g., Are you the custodian of the corporate seal, or are you a senior member of a department head team?).
