One of the more significant issues that will, in my view, confront municipalities now and into the foreseeable future is the decrease in the number of people who actually express any interest in being a contributing part of their community. While I am not a demographer, and thus have no ready way of proving my thesis, I have heard from enough sources on a casual basis to believe it to be true (at least in
