The idea that innovation can thrive in the public sector is an important one. Truly encouraging this to occur is a different challenge. Creating a culture of sustained innovation is a leap that is much further still.

This is not to say that it is not possible. But establishing innovation within the DNA of an organizational culture is not something that you can just decree. It takes conscious and real effort.
