In May 1973, Municipal World published “Limitations on municipal government,” an article that I co-authored with a colleague – the late George Betts.
Within 20 years of that publication, provincial initiatives and judicial decisions began to expand the scope of local government operations. But in recent years, the Ontario government has turned back the clock and imposed wide-ranging limitations on local governments.
