Integrity commissioners and time limits

In November 2021, Town of Whitby Council faced a rather unique – some might say unusual – dilemma: their integrity commissioner had submitted an “interim report” recommending that council amend their code of conduct.

At first glance, that request may seem rather benign and quite frankly expected, as such a code should be revisited on a routine basis – perhaps via a biennial (mid-term) review. However, such was not the case on this occasion. The
