Until the middle of the 20th century, Canada consisted of small towns that were loosely connected over a vast landscape. Even today, one-fifth of all Canadians live outside our metropolitan centres.

The basic principles of governance for small towns had been established by the middle of the 19th century. In his report to Parliament in London following the rebellions in Upper and Lower Canada in 1837, Lord Durham identified the lack of municipal governments as
