Benjamin Barber was (he died in 2017) the founder of the Global Parliament of Mayors (GPM) and a senior fellow at the Fordham Urban Consortium. He also authored If Mayors Ruled the World (2013), reviewed in the April 2015 issue of Municipal World. (And in fact, the GPM initiative was a direct result of his proposal in the latter book.)
