When staff at the City of Coquitlam in British Columbia developed a Technology Roadmap to guide the organization’s technology investments from 2018 to 2022, a global pandemic was not one of the scenarios they envisioned.

A year in the making, the high-level strategy was intended to help the community of 150,000 in Metro Vancouver select and implement technology to improve its business functions, operational efficiency, and citizen services.
