Year of the urban flood

Each December, Environment Canada releases its “Top 10” weather stories for the preceding year. Last year, number eight on that list was entitled “Year of the Urban Flood,” pointing to 2012’s widespread flooding in Thunder Bay, Montreal, Toronto, and elsewhere, which turned streets into rivers and lakes as storm sewers and pumping stations failed.

And, looking back now at the recent weather events in Canadian cities for 2013, it seems more than probable that this
