Why are they so common on construction projects?

There are many good reasons to issue addenda in a procurement process: an important detail should have been included in the bid call document at the time of its release; new information about the thing being procured comes to light; a new evaluation criterion is considered; or the prospective bidders ask questions about ambiguities in the bid call document that need to be clarified.
