Blue box victory for municipalities in Ontario

In the November 2014 column, we looked at the hard-fought arbitration over Ontario residential Blue Box funding for 2014. This was Canada’s first litigation on how Blue Box costs should be shared between municipalities and “stewards” – the companies that sell printed papers and packaged goods into Canadian markets. Toronto and the Association of Municipalities of Ontario sought $115 million, in cash; stewards offered $95 million, including $6+ million of unwanted newspaper advertising.
