New councils have recently been sworn into office in several provinces. Some reflect a return of those elected the last time; most have witnessed the usual election of 30 to 40 percent new people who may never have been inside council chambers previously or never served on an elected body. Some councils (of both types) will reflect people who think alike and, therefore, generally vote alike. Some others will be considerably different.
