The Town of Portugal Cove-St. Philip’s, a neighbouring community of St. John’s, Newfoundland and Labrador, recently completed a review of municipal services. This is certainly not an uncommon occurrence in the world of municipalities; what is interesting, however, is the strategic approach this small town of over 8,000 people took to ensure resident expectations and satisfaction would positively influence the delivery of services in the future.
