The City of Medicine Hat has appointed Kelly Robert (Bob) Nicolay as Chief Administrative Officer. Nicolay’s start date has yet to be determined.
Nicolay currently serves as the city manager in Grande Prairie, will replace current CAO Merete Heggelund, who announced her retirement earlier this year. It was an unanimous approval from all members to name Nicolay to the position. Nicolay has a history with the City of Medicine Hat, having served in roles including Chief Commissioner/Chief Administrative Officer and Commissioner of Public Services before leaving Medicine Hat in 1999. Since that time, he has acquired extensive private sector experience including executive positions in management consulting, business development, and energy. He returned to public service two years ago with the City of Grand Prairie.
This extensive background provided an excellent fit for the Chief Administrative Officer position.

His extensive experience with the energy sector, business development and municipal government will be very beneficial for the City,” says Mayor Ted Clugston. “We’re looking forward to tapping into his knowledge and expertise as they relate to the City’s priority initiatives.”
